JUDICIAL PROTECTION

Judicial Protection

Ensuring protection through justice and strengthening the child protection network

What this service is

Judicial Protection is himaya’s specialized service for cases where a child’s safety requires intervention within the judicial pathway.

Operating under Lebanese Law No. 422/2002 on the protection of children at risk, himaya provides judicial protection through official mandates by the Ministry of Justice in North Lebanon and Bekaa governorates. Working directly with juvenile judges, general prosecutors, and national child protection actors, himaya provides specialized case management services within the judicial pathway to ensure the protection and the best interest of the child.

Who this service supports

This service supports children exposed to severe or ongoing physical, sexual or psychological abuse, neglect, exploitation, GBV or serious protection risks that require judicial intervention to ensure their safety.

Judicial Protection works closely and in partnership with these children, their siblings and their families, making sure that the response remains child-centered and protection-oriented.

How judicial protection works

Mandated judicial intervention

himaya is officially mandated by the Ministry of Justice to handle judicial protection cases in North Lebanon and Bekaa governorates. Through these mandates, the organization intervenes directly in cases referred to the judicial pathway juvenile judges, ensuring that protection measures are applied in line with the best interest of the child and their right to privacy and coordinated with social, psychosocial, and medical expertise.

Case follow-up within the justice system

Judicial Protection does not stop at referrals. himaya follows cases throughout judicial procedures, conducts detailed assessments, sets action plans in partnership with the family, recommends protection measures to the juvenile judge, secures the provision of the needed services through direct implementation or referral to other partners, and coordinates the implementation of court-ordered decisions.

Supporting children and families through legal processes

The judicial experience can be intimidating and overwhelming for children and families. himaya prepares them by explaining legal steps in clear and accessible language, accompanying families throughout the judicial process, and ensuring that children are heard safely and respectfully.

Strengthening the child protection network through advocacy

Beyond individual cases, himaya contributes to strengthening child justice systems in Lebanon. The Advocacy team works with legal professionals, Bar Associations, and child protection agencies to promote child-friendly justice, build capacity, and improve protection procedures.

Through advocacy, himaya aims for the reform of law No. 422/2002 and other child related laws to meet international standards and ensure a legal framework that fully respects, protects and celebrates the rights of the children.
